Dix is a major crime figure who adopts Cooper, the young brother of a fellow gangster who was killed in a police raid. A child-care inspector removes the boy from his care, claiming Dix is a bad influence. This enrages the gangster, and he goes on a rampage. Shilling, the daughter of a
