GOODFELLAS it ain't, and the best that can be said for this low-budget tale of wiseguys and crooked cops west of the Hudson River is that it really isn't trying to be. Frank Vincent -- a bit player from a number of Martin Scorsese films -- stars as Tom Coletti, a recovering alcoholic ex-cop who now works for a New Jersey bank, overseeing the shredding of resold corporate bonds. But Tom isn't as clean as he should be: He's been helping himself to the certificates, which he then sells to a Latino gang through a fence.
