Michael Caine manages to walk through another lousy movie and come out smelling like a rose in this lame Caribbean comedy. As the governor of the obscure British colony of Cascara, Baxter (Caine) spends most of his time enjoying the laid-back lifestyle, despite the endless bitching of his wife, Bianca (Brenda Vaccaro). Then one day the American-owned oil rig on the island strikes something that turns out to be the source of a mineral water that puts all others to shame.
