A couple of naval dunderheads mess up during the testing of a prototype torpedo and end up losing the plans, making much-needed modification of the weapon impossible. They try to prevent their admiral from discovering their mistake by presenting him with plans for the ship's refrigeration system instead. When word leaks out that a female inspector has been assigned to the testing, Connor dresses in drag and impersonates the woman, which leads to him and his foolish partner Barker getting booted out of the Navy.
