Silly, cheapie independent in which Noel plays a mad scientist who comes up with an invention that breaks down a person's molecular structure and then revives it. The thing gets into the wrong hands and is used to position anti-American spies. Noel hosted a TV horror-picture show in New Orleans, where many scenes were filmed.
