Charley Chan (Sidney Toler) is promoted to inspector and uncovers a murderous husband and wife. The pair try to make it appear as if their victims are still alive by using masks and human puppetry. Edwin Luke, Keye Luke's brother, takes on the role of Toler's son Tommy.
