The action takes place in 16th-century Japan in the town of Kyoto, which has been split politically by a large tax on food, with the farmers pitted against the wealthy townspeople. Mifune organizes a group of peasants to help the farmers, while the townspeople have hired samurai. The
farmers defeat the townspeople and the samurai flee. Nakamura brings the farmers and townspeople together to fight the high tax. When the tax is raised even higher, Nakamura persuades Mifune to have the peasants bring food into the town. A festival is organized to illustrate the farmers' and
townspeople's desire for peace.
