A young black man is killed in the Los Angeles suburb of Watts, and a group of black militants demand that action be taken against the two sadistic cops who committed the murder. Sympathetic to the blacks, but forced into backing up the story of his two officers, police chief Brubaker must deal with a highly volatile situation.
