A well-known scientist is pursued by Commie rats and winds up in an atomic testing area. The insidious radiation he encounters turns him into a monster. In an honest attempt to make a brief protest picture, the producers apparently didn't have enough money to accord this any sort of production value. As is the case with many low-budget films, the cheap, easy narration technique is used rather than much sound-on-film.
