In this below-standard action film, a CIA agent who was believed dead, returns to his New Jersey hometown to find his wife and daughter and becomes embroiled in a political conspiracy. Sent to Leningrad to escort a defecting Soviet scientist to the US, Maj. Curt Flynn (Michael Ontkean) was thought to have been killed when the CIA, doubting the scientist's loyalty, planted a bomb on the jet carrying Flynn and the Soviet.
