York is the Strange of the title who gets mixed up with Scotland Yard detective Kemp. The inspector is trying to put a gang of drug smugglers behind bars but has a tough time doing so due to Britain's overly strict laws favoring the private citizen. He threatens to blackmail York unless he plants some heroin on one of the smugglers. York agrees but only gets himself in worse trouble when he is the one who gets arrested.
