The Army phrase "Situation Normal, All Fouled Up," from which the film's title is taken, serves as the description of a soldier's life (Janis') when it is discovered that he is too young to be in the service. His parents get him an honorable discharge and bring him back home--just where
the youngster doesn't want to be. An amusing but poorly paced comedy that involves Janis' attempts to get used to nonmilitary life.
