This rather obvious yarn takes place in the title city shortly after the Communist takeover of China. Miller is the police chief who rounds up Americans and Europeans he fears may be spies. These suspects include a dedicated doctor (O'Brien), a priest, an industrialist, and a sea captain. All along the real culprit is Roman, who has been using her affair with Miller to gain information.
