This confusing and uneven tale set in Shanghai during the Chinese-Japanese War of 1937-1945 centers on four people's attempts to get an amulet that holds the secret to a Chinese treasure which has been shipped to the United States. These characters include a Russian secret service man, a Russian school teacher, a reporter, and a Chinese weapons buyer.
