This flabby martial arts/action picture's primary appeal is the pneumatic splendor of the stars' chests. Ex-CIA honcho Roy Brown (Carl Weathers) heads up a maverick team of good samaritans who tackle difficult cases in the manner of TV's "The Equalizer."
