Parliament is thrown into an uproar in this charming comedy when five Scotsmen refuse to pay their road taxes because a road is impassable. The humor is subtle and gentle, but often very funny, in much the same way as that in Bill Forsythe's pictures (LOCAL HERO, COMFORT AND JOY) three decades later.
