This comedy, heavy on sight gags, has a bunch of crooks taking advantage of a naive, ex-Navy officer Wagner. Wagner sails a group of vessels from the scrap heap in an effort to impress the boss' daughter. Petty thief Kovacs, who fools Wagner into believing he is a ship builder, plans to use the ship for a bank heist. Wagner and girl friend Hart are captured, and Wagner is forced to skipper the ship.
