Based on Ardies' novel Kosygin Is Coming, this is the story of a plot by angry of the Russian KGB who Kosygin because they feel he is too soft on capitalism. The plot calls for Kosygin to be killed when he visits Canada, precipitating a war. Kosygin is headed for Vancouver, British Columbia, and Segal, an atypical Mountie, is chief of security for the visit.
