A cheapjack knockoff of THE TERMINATOR (which it even mentions) and ROBOCOP, R.O.T.O.R. (the acronym stands for Robot Officer Tactical Operation Research, if anyone cares) is about a sophisticated robot being developed by Dr. Barrett Coldyron (Richard Gesswein) for the Dallas police.
