Cushing heads a group of scientists who discover a serum that could bring an end to typhus and bubonic plague, but the government won't let them release their discovery because of the chance of the information getting into enemy hands and leading to germ warfare. But assistant Britton's frustration leads him to attempt publication through Pleasence, a rather shady underground figure.
