Woods is a freighter's first officer and gets in a fight with the captain over wages. He ends up killing the captain and is sent to Devil's Island. Eilers, the woman he met on a French port and fell in love with, is on the island with her doctor husband, who is selling the prisoners' medical supplies to the mainland black market.
