This is a confusing action tale that is heavy on the blood pellets and gunplay. Hemmings leads a coup d'etat against a violent and corrupt dictatorship in some unnamed country, but in doing so he causes more blood to flow in the name of liberty than was shed under the tyrannical regime.
Tank commander O'Toole becomes part of the insurrection only to double-cross the conspirators in the end, ordering the death of Hemmings. The picture vividly depicts the brutality in a politically unstable government (Donald Pleasence heads the torturers) and addressess the moral ambiguities
concerning the effect of revolt.
