Clark plays the iron-handed head man of Los Angeles Harbor, who proves to have some human qualities when Mathews appears. Moreover, Clark's strictness proves a godsend when it is discovered that an atomic bomb has been planted aboard a freighter by communists. The device is set to go off
in 12 hours, but Clark keeps the whole thing quiet, calmly towing the freighter out to sea, where the explosion of the bomb will not harm anyone. Producers of the time showed lax research if they thought the detonation of a nuclear device off the coast was safe. This rather ridiculous Cold War
disaster film anticipated such later opuses as the equally ham-handed AIRPORT (1970).
