This is a better-than-average thriller, the first release from the Kozinsky Brothers (also known as the King Brothers), after a failed deal with Cecil B. DeMille. The film was made efficiently, completed in six days on a $30,000 budget. Woodbury is a woman forced to go to jail after taking the rap for a wealthy playboy's hit-and-run accident. She discovers the real driver's identity and vows vengeance on his father. It turns out the man is a political reformer whose career is ruined when Woodbury gets him involved in racketeering. She goes to prison once more but takes the man with her. The film moves fast, despite problems with the plot and additional hampering because of too many characters. PAPER BULLETS featured an actor named "Alan Ladd" in a minor role. It was re-released after the actor had achieved some fame, titled GANGS, INC. and billed as "starring Alan Ladd." leave a comment
