Director Henry Bean ( The Believer ) returns to the big screen with a complete rarity in American movies today: a comedy of ideas. David (Oscar-winner Tim Robbins) is a successful lawyer who can t stand the fact that Manhattan is a place where it s too noisy to get a good night s sleep, listen to classical music, or even make love to his wife without disturbance. Every time David hears a car alarm going off, he swings into action. Adopting the guise of The Rectifier, he engages in acts of vandalism that satisfy him immensely but which generate no end of grief from his wife (Bridget Moynahan). They also make him politically controversial when he provokes the ire of the city s arrogant mayor (Oscar-winner William Hurt).

David (Tim Robbins) walks out of a restaurant to hear a car alarm going off. He begins to break into the car to shut the alarm off when the owner comes over trying to get David to stop but he cannot wait that long. Then an officer comes telling David he cannot do that and David responds, 'You don't come when the car is attacking us, but when we are attacking the car.'

After David (Tim Robbins) silences an alarm by busting it and getting an applause from some onlookers, he decides that this is his job now and his calling in life.

David Owen (Tim Robbins) shows up with enough signatures on his petition against car alarms to get the initiative on the ballot but he finds out there is something blocking it.

When David Owen moves to New York, he likes everything about the city except the noise. Indeed, at first, even noise seems to him the throb of urban vitality which makes New York so exciting. Yet gradually this incessant and 'unnecessary' din begins to drive him crazy. It is not only the recurring intrusions into his thoughts, the distraction from the task at hand, though these are badn enough; worse is the daily recognition thehe can do nothing about it. It comes to seem that the message behind noise, indeed perhaps its chief purpose, is to remind him the he is powerless. And he finds this is intolerable. So David behings to take arms. He quietly vandalizes cars whose alarms are going off: lets the air out of a tire, leaves a note on the windshield. This, naturally, has no effect, so he goes further: 'keys' the paint job, cracks a taillight... Eventually he is caught in the act, arrested, spends a night in jail.
