Deke DaSilva (Sylvester Stallone) and Matthew Fox (Billy Dee Williams) are New York cops assigned to track down terrorist Wulfgar (Rutger Hauer). In London, Wulfgar planted a bomb in a London department store, killing several children and incurring the wrath of terrorist leaders. He resumes his career with financing from Shakka (Persis Khambatta). Soon DaSilva and Wulfgar are engaged in a violent battle of wits, while DaSilva struggles to save his marriage to Irene (Lindsay Wagner).
