Ray, a poor orphan, finds a medallion bearing the likeness of Queen Victoria and decides he wants to meet Her Royal Highness. He's caught attempting to sneak into Windsor Castle, and his intentions become the center of a raging controversy. He finally gets to meet the Queen, played by Dunne, who is charmed by the young urchin.
