Forget all those serious movies exploring the psychological legacy of the '70s: The true legacy of the Watergate era is formulaic conspiracy thrillers, in which our flawed but righteous hero falls afoul of the corrupt military/political/business establishment and has to run for his life while trying to get the media to help him clear his name. Crack Marine sniper Sgt. James Dunn (Keenen Ivory Wayans) is a man of principles. We know this because he killed his Operation Desert Storm commanding officer rather than follow his order to assassinate a 10-year-old. Now he's on death row, being offered a Faustian deal by very scary Lt. Col. Grant Casey (Jon Voight). Casey's covert assassination operation -- code-named "Black Sheep" -- has targeted pharmaceutical billionaire Donald Bickhart (Robert Culp), but somehow the operation goes wrong and the first lady of the United States (Donna Cherry) is killed instead. Dunn must dodge the CIA, the FBI, the LAPD and a bunch of regular citizens with visions of the $10 million bounty on Dunn dancing in their heads, not to mention Casey's men in black -- it goes without saying that he's the guy in charge of the investigation. Voight, who recently delivered similar flamboyantly foolish turns in ANACONDA and U TURN, looks like a carp and sounds like he's been mainlining hominy grits: His place in the pantheon of honey-glazed hams seems assured. Wayans -- who first established his reputation as a comedian -- is a perfectly serviceable action star, though he might want to give some thought to the hairdressing homily that God only made a few perfect heads and covered the rest with hair. The film's one knockout sequence involves Dunn being chased across a freeway by a mob of money-crazed pedestrians, and the ensuing ballet of flying bodies and screeching cars is world-class showstopper. leave a comment --Maitland McDonagh
