After retiring from vaudeville, ex-hoofer Murphy opens up an agency for dance bands. He decides to play social worker as well, hiring a group of street kids so they'll have something to do besides hang out on the corner. But after he hires the kids' leader, Downing, he finds nothing but trouble. A former convict that Murphy helps to gain parole, Barthelmess, tries to muscle in on the agency, so he'll have a base for his blackmail operations.
