Scott is an undercover cavalry officer who goes out to Los Angeles to break up a gang that wants to make southern California a separate state. As he tries to track down the leader of the gang, Scott falls in love with schoolteacher Wymore. Scott finally exposes senator Roberts, who wants to build his own empire.
