Director Art Jones' rhapsodic elegy in images is haunted by the spirit of 9/11 nd the memory of a New York unblemished by chain stores, theme restaurants and anonymous luxury high-rise apartment buildings. Aging loan shark Hugo (Victor Argo) has seen a lot of things change, and he doesn't like any of them.
