A biographical look at the life of underworld figure Luciano who, after his arrest and subsequent serving of nine years of his 50-year sentence during the 1930s and 1940s, was pardoned and deported to Italy. Doting on possible links between crime and political powers, director Rosi avoids
gauging the validity of such a connection. Volonte, as Luciano, retreats to Naples, where narcotics investigator Siragusa, Luciano's real-life nemesis, sets up surveillance. After a 10-year investigation, Siragusa was unable to uncover enough evidence to bring Luciano to justice.
