Richard Chance (William L. Petersen) is a Secret Service agent whose partner (Michael Greene) is brutally slain by a counterfeiting gang led by Rick Masters (Willem Dafoe). Chance is now teamed with tyro John Vukovich (John Pankow) and is determined to bring his partner's killer to justice. His quest leads him into the world of Masters, a talented artist who has given up painting and turned to making superb reproductions of $20 bills...
