The Depression was still in full swing when the crime movie became a main staple of the film industry. The Hays office in Hollywood made it a rule that the moviemakers could not idolize big-time criminals by making movies about them. There were many ways to get around this, and this film, based loosely on the career of John Dillinger, offers one example.
