This was the fifth version of Victor Hugo's novel (versions by Fox Film Co. in 1918, Universal in 1927, United Artists in 1935, and a French production in 1936 preceded it). The story of justice and the law is told in three episodes: Rennie's arrest for stealing bread and his imprisonment;
his becoming a mayor and adoption of Paget; and Newton's hounding of Rennie. The film ends when Newton lets Rennie go and commits suicide for going against his own principles. Although a well-crafted production, it doesn't hold up as well as the 1935 UA version.
