An offbeat comedy from Czech director Passer starring O'Connor and Borgnine as part of a vigilante citizens' group. Incensed with their community's rising crime rate, taxi driver O'Connor and former marine-hairdresser Borgnine set out to restore law and order by forming an auxiliary police
group. Instead, they cause more problems than they solve. Although intelligently directed by Passer (CUTTER'S WAY), the approach to the subject matter is alternately serious and comic, resulting in a lack of a consistent point of view that is ultimately confusing and unsatisfying to the viewer.
