Despite her suburban home and marriage to a successful psychiatrist (Jeffery Olsen), Los Angeles police officer Karen Shore (Pamela Dixon) can't escape the stresses of her job. She works with juvenile offenders, and is saddened by the cases of 16-year-olds Angie (Tricia Parks) and Fiona (Kita Harrison).
