Only slightly more animated than Disney's 1999 live-action adventure, this cartoon film is a riot of goofy heroes, candy-coated action and Rube Goldberg contraptions. Just as Metro City's Mayor Markham (voice of Richard Newman) thought it was safe to encourage tourism, the infamous Dr. Claw (Brian Drummond) escapes from prison. The key to making Metro City popular, the mayor thinks, is to make it look both safe and exciting. He calls upon Inspector Gadget (Maurice LaMarche) to recapture the escapee, and Gadget and his dog, Brain (Lee Tockar), also fortuitously happens upon an unhatched prehistoric egg.
