Carey is a police chief wary of rookie cops. His precinct has been plagued by jewel robberies, so who should come along to solve things but rookie Foran. Foran has fixed a transfer for himself in order to be closer to Carey's niece, Lang. Richards is a jeweler and secretly the head of the gang of thieves. When one of his flunkies botches a robbery, Foran traces the crook through a boot mark left at the scene of the crime.
