Although the action comes neatly packed, screenwriters Anthony Wong and Chueng Chi Shing fill the story with so many double crosses that it sometimes unravels under their weight. Though proud of being a legal immigrant, Luk Wan-Ting (Yuen Yat Chor) finds himself in hot water while working at the Seattle docks in 1989.
