McQueen and Mullaney are two naval officers who team with civilian computer expert Hutton in Venice. They come up with a scam to use their on-ship computer (known as Max) to figure out the Lido casino roulette wheel. After analyzing the data on computer, they hope to break the bank. Jagger is the admiral who intercepts their ship-to-shore communications. He has no idea of the real scheme and interprets the signals to mean the ship is about to be attacked.
