Cabot's a pre-DIRTY HARRY cop who believes in force first, questions later. He's out to stop some gangsters who are preying on junk dealers. The citizens are outraged by Cabot's tactics and protect the ex-convicts he leans on for information. Cabot is demoted by superiors, but this doesn't mean a thing to him.
