Henry, The Rainmaker

Average citizen Walburn runs for mayor when the city's garbagemen go on strike. He gives the incumbent a race for his money, causing the present mayor to get moving on the smelly situation. Walburn then turns his attention to correcting a threatening drought. He brings in a rainmaker and nearly causes a flood. This was the first of what turned out to be a five-picture series starring Walburn as the well-meaning but often bumbling Henry Latham.
