Daring for 1940, though mild stuff today, the film deals with a police investigation of escort services. The film goes out of its way to sanitize the business, showing "nice girls" with services that are strictly business and harpies with the sleazier services (blackmail and extortion, but no prostitution). Louise is the nice girl accidentally caught up in the schemes of bad girl MacCloy. Pryor is a cop who helps Louise, stopping MacCloy and clearing the good girls' names.
