Parolee MacKaye gets out of prison under the limits of a certain "Rule No. 3," which states that he cannot romance or marry. However, when he rescues wide-eyed beauty Philbin after she falls into the water, he cannot help but break the unfair rule. The parole office, luckily, has a heart and grants MacKaye and his bride-to-be special permission to marry.
