There are brilliant conspiracy thrillers like THE PARALLAX VIEW and there are TV movie-style conspiracy thrillers like this one, which clumsily juggles multiple story lines and lets its persuasive cast get swept away in a backwash of political cross-purposes. Back when he was in college, John McWhirter (Fred Ward) allowed political-activist friends to cover for his participation in a bungled ROTC bombing. No longer a radical, the guilt-ridden, alcoholic McWhirter has become a newspaper journalist who investigates crimes like the assassination of pro-Israeli tycoon Frank Somner (A. Frank Ruffo). Then McWhirter's past catches up with him, as former political cronies Simon (Nicholas Campbell) and Sarah (Roberta Maxwell) show up and coax him to harbor "Peruvian" refugee Rosa (Rachel Ticotin). Shamed into agreeing, McWhirter eventually discovers that Rosa is a pro-Palestinian rebel who was involved in Somner's murder. Despite her lies, McWhirter succumbs to romantic feelings for Rosa, blissfully unaware that the Algerian embassy bigwigs who masterminded the assassination have hired hit lady Michelle (Penelope Ann Miller) to eliminate anyone that can link them to the crime. First she kills the two thugs who actually bumped off Somner, then she moves on to McWhirter's former college buddies, Sarah (Roberta Maxwell) and Simon (Nicholas Campbell). Meanwhile, Rosa receives orders to slay McWhirter, and even if McWhirter can overcome her devotion to duty, it's unlikely they can escape Michelle. And to top it all off, the FBI is wondering how McWhirter knows the most obscure details of their investigation into Somner's death. With both the Feds and Michelle closing in, can McWhirter and Rosa reach a truce and skip the country together? Director John Bradshaw lacks the skill to rescue this paranoid thriller from the cluttered subplots concocted by screenwriter Tony Johnston, who seems to have been more concerned with filling in the generic blanks than crafting a genuine heart-pounder, let alone seriously exploring issues surrounding modern-day terrorist acts.
