Quinn, an alcoholic Indian, starts a PR campaign for native American rights. His girl friend, Winters, is a madame, so he's continually feuding with the police sergeant, French. Quinn begins destroying bulldozers and hijacking trains, and he lassos a police helicopter, justifying everything by old Indian treaties.
