Soviet Jews Barkan and Chaplin wish to emigrate but are forbidden to do so by the KGB. In desperation they become involved in a scheme to hijack a jetliner and fly it to freedom, but KGB man Harvey learns of the plot and foils it, capturing all the would-be escapers except Barkan and
