Chandler is a Union officer assigned to a Georgia town during the Reconstruction period following the Civil War. It isn't easy for him to gain the trust of the community, especially since he was part of Sherman's march to the sea, which left most of Georgia in ruins. Howard tries to rally the townspeople to fight the Union again.
