Price wasn't content with his female robots simply seducing the rich, as in DR. GOLDFOOT AND THE BIKINI MACHINE, so he's made a bit of an alteration. The girls are now programmed to explode. Price is trying to start a war between the US and USSR (who isn't?), so he has his robots cuddle up to NATO generals.
